Our experience shows most EHR program shortcomings relate back to the original staffing plan. We learned this hard but important lesson over the course of several years and working in many organizations. The root cause, we determined, is that clients are advised to start with a staffing plan before anything else; a spreadsheet of the number of analysts needed certified within each EHR module. We followed suit since that was always how it was done. Then we saw the light.
